A mass tree plantation held
PASIGHAT, July 5: As a part of Vanamohatshava celebration, a mass tree plantation was held in the Mirku Secondary School complex today where officers, PRI members, senior citizens, teachers, students took part.
DFO Tabang Jamoh while emphasizing the importance of plantation in saving the environment from degradation, suggested that each child should plant a tree. He informed that to create mass awareness, such plantation programs are being held in various educational and religious institutions. ACS takes up woes of Sissen villagers with Union Minister
ITANAGAR, July 5: Sissen village under Panging Assembly constituency in East Siang district once again stole the limelight as a delegation of Arunachal Civil Society headed by its chairman Patey Tayum submitted a memorandum to the visiting Union Minister of State for Home Affairs Kiren Rijiju today and appealed him to give priority on development of road connectivity and other infrastructure development activities in the Sissen village and entire Nugo Banggo Area.
It is worth mentioning here that the Sissen villagers had boycotted the recently held Assembly and Parliamentary elections in favour of their demands for road connectivity.

Behali tense after 3 injured in attack

ITANAGAR, July 5: Three persons were allegedly shot at by miscreants around 4 am at Naharjan near Behali under Sonitpur district in Assam. Though it is not clear who were the attackers, some people from other side of the boundary were pointing finger towards Arunachal.
When contacted, Sonitpur SP informed this daily over telephone that victims’ relatives were alleging involvement of miscreants from Arunachal Pradesh, however, she added, facts are yet to be verified and investigation is on to ascertain the truth.
The SP further informed that injured persons were immediately shifted to Guwahati and their condition is stated to be critical.

BJP will see to it that Central funds not misused: Rijiju
Itanagar, July 5: Union Minister Kiren Rijiju on Saturday said funds meant for Central projects would be under BJP's scanner to ensure judicious utilisation in Arunachal Pradesh.
"To play a crucial role in governance, the BJP will be more vigilant to ensure that funds allocated from Centre are not misused," the Union Minister of State for Home told reporters here.
Alleging that BADP (Border Area Development Programme) and other road projects were not implemented in the state as per the prescribed guidelines by the state government, Rijiju said the party legislators would henceforth keep track of all such projects for effective implementation.
Ridiculing the state government's claim of having a sound financial position, the Minister pointed out that revenue leakage has been reported based on ground realities.
"There might be not a crisis in the financial health, but it is not in a comfortable position. We need a prudent fiscal policy," he said, adding that the state's financial status would be brought back to normalcy with Centre's attention.
Claiming that the law and order situation in the state was far from the desired level, Rijiju pointed out that discontentment among the people was increasing and the state had turned into a land of unions and associations.
"This is because of the management and the way to run the state. I don't blame them because they have their democratic right, but this trend is not a positive sign for the state's development," he said, adding that during 80s the state never witnessed such a culture which had arise of late due to the failure of the government.

DUDA lacks resources to increase manpower

ROING, July 5: With increase in solid wastes in Roing town due to the growing population, the District Urban Development Agency (DUDA) is under pressure to clean the litters regularly amid serious manpower shortages and resources.
According to the department officials, DUDA has only three labourers and one truck that do all the cleaning work in whole of town. "The cleaning work is done twice a day, yet this isn't enough to clean all the dirt of the day," says Riya Powak, Deputy Director, DUDA, Roing.
"We are short of labours or we could have increased the frequency of cleaning."
He informs that the agency lacks resources to employ more numbers of labourers. "This in turn affects our efficiency in providing services to the public," says Riya.
Adding to the problem is the stray animals roaming the streets that feed on these wastes and litters it all over. "We can't enforce people to comply with law," says Riya. "What we need is administrative support to control the menace of stray animals." The market area in Roing is all filled with dirt and filth giving the general appearance of the town unpleasant and unwelcoming. Dr Manaya Mena, who works with a local women's NGO says that unpleasant look of the town has negative effect on growth of a town.
"A clean and pleasant looking town will add to personal and community values improving the reputation of the town. This will help attract investments and create pride for our town and sense of attachment to it," says Mena.
With so much of expectations, DUDA authorities proposes solution in community participation. "We expect local NGOs and community based organizations to come forward; to instill sense of ownership and responsibility on the citizens for their town," says Tao Tadap, Urban Project Officer (UPO), DUDA.
He says that atleast CBOs from local tribal community can take the lead to show people through a mass social service for people to follow similar footsteps in cleaning their town.
For regular cleaning up of town on sector wise, Tao proposes that a colony wise committee can be formed and funds generated locally to meet the expenses. He also proposes that local bodies like Roing Anchal Samity and Roing bazaar committee could also contribute for funds to meet manpower requirement in the department.
Despite severe constraints, the authority says it is going on with its regular cleaning up activities. "We always look towards the government for providing the needed manpower and resources," adds Riya.
Countless problems plaguing Linka villagers, Govt silent

RUKSIN, July 5: Though the government has poured in huge amount in the name of agriculture
and rural development in East Siang district, the people of Linka village along Assam-
Talking to this correspondent, leading citizens of the village have informed that they were suffering a lot due to lack of rural road connectivity and safe drinking water supply in the village. About 35 families of the village depend upon a small waterfall aside the village to fetch their drinking water.
According to the villagers, the local MLA, MP and other leaders elected from this area are showing utter negligence towards development of the village. No remarkable development has been achieved during the last one and half decade.
Pointing out the major problems faced by the villagers, Linka village secretary Sakge
Gadi said that basic need such as safe drinking water and telecommunication are still
eluding the village, while the residents are crying for development of rural road
connectivity. Besides it, flood and erosion posed by Sille river flowing down aside
the village is unabatedly eroding fertile cropland for the years, but the authority
concerned, even after repeated appeals has not taken any anti-
The rural farmers of the village are allegedly not backed by district agriculture department. They have neither received a single agriculture assets nor machinery under agriculture schemes in subsidized rate. Due to lack of technical feed back, the farmers are still adopting old traditional methods of wet cultivation (Pani kheti) and other farming.
“We are not aware of the latest agriculture schemes nor introduced with any agriculture field officers. Being ignorant, we are still adopting the traditional methods of agriculture to sustain our livelihood”, rued Tayi Potom, a progressive farmer of the village.
Located at 5 km from Ruksin town, Linka village is one of the old villages in Pasighat West area. Settled on a hilly terrain on the right bank of Sille river flowing down from Ledum hillside, the villagers have been surviving with agriculture and allied activities. But, herd of wild elephants usually move in the area damage their crops, incurring loss every year. The wild pachyderms come out from nearby Poba Reserve Forest feed on their crops; damage field huts and create havoc in human habitations.
Expressing string concern over frequent jumbo havoc in the area, Linka Head Gaon Burah Taje Tapak alleged that the authority does not pay proper compensation against the loss of property and crop damage.
According to him, the forest depart is well aware of the serious problem but maintaining a mum over the issue, which is causing a great deal of dissatisfaction among the poor farmers.
“Our anger stems on the fact that the forest officials never tries to regulate elephant movement in the area. Frequent elephant havoc and large scale crop damage every year led us to cross the limit of toleration. Now we are requesting the authority either to control movement of the wild elephants or permit us to kill them in order to save our lives and properties”, said a visibly irritated Head Gaon burah.
